I'm cautiously optimistic about the Barney Frank bill. Certainly his intentions are good and the current President and Congress will be more receptive than the previous ones.
My biggest fear in this whole thing is about banned states. Any bill legalizing on-line gambling in the U.S. would presumably include a provision allowing individual states to decide the legality of on-line gaming within their borders. I live in Arkansas, where even charitable bingo was illegal until last year. So far, Arkansas is not on the banned list, but I think probably because our state legislators have simply never addressed the issue. If this bill involves a state-by-state opt-in or opt-out provision, I fear that my state and many others currently not on the list will opt out, leading to worse restrictions for those of us living in those states than we have now.
My other concern is sports betting. I equally enjoy sports betting, poker, and video slots equally, and particularly favor gaming entities like Intertops and Sportbook.com that have all three in one account with instant funds transferability. I fear that these sites may be unable to continue to operate under the radar in the U.S. after the bill passes.
