It seems like a proposal to get foreign operators to obtain licenses from the UK Gambling Commission, and to comply with British gambling laws.
I guess its a reaction after Ladbrokes and William Hill moved offshore to save on taxes.....
I don't blame them, I think in Gibraltar the tax rate is about 2.5%. not sure how much is it in the UK......
