Has Arkansas been added to the Microgaming Banned States List?

I've never seen Arkansas listed on any of the banned states lists (although, oddly, it IS on the banned list for "skill gaming" sites). But for the past few days I have been having trouble logging into the Intertops casino and poker clients. The message I am receiving looks like the one people in banned states reported seeing when they were first locked out.

Has Microgaming recently expanded their ban list beyond the known 11 or 13?

Okay, apparently Arkansas has NOT been added to the list, but now I'm even more puzzled. I spoke with customer service at Intertops and apparently my IP address is now suddenly showing up as someplace in Louisiana, some 400 miles from my actual location!
