Ok You laugh ChazandMar but I was serious!

I am a little confused as some of the tournaments are starting to say NO USA but I inquired at the casinos and am being told if we are able to log into the old software and access them then we can play them?? So is this a board decision or a casino decision?
And I in no way am trying to be rude or sarcastic just trying to get the situation clear in my own brain so as not to play and possibly win then not be able to play it as that would cheat a player entitled to it out of the win.
